IREEM & Directorate of Energy Conservation Strengthen GESI and GHG Reduction Efforts: 40.6% Women Take Central Roles in Impact Assessment

Yogyakarta, 16 October — The Directorate of Energy Conservation, Ministry of Energy and Mineral Resources (MEMR), together with IREEM (Institute for Natural Resources, Energy, and Environmental Management), conducted the Impact Assessment and Mentoring Group 3 activities in Yogyakarta.

In his opening remarks, Mr. Hendro Gunawan, Coordinator for Cooperation and Technical Guidance on Energy Conservation, expressed his hope that participants would be able to implement energy management effectively in their respective buildings. He emphasized that energy-efficiency targets must be met to support the government’s efforts to reduce national greenhouse gas (GHG) emissions.

He expressed his hope that participants would be able to implement energy management effectively in their respective buildings and ensure that energy-efficiency targets are achieved even after the program concludes.

This program, part of the UK Partnering for Accelerated Climate Transitions (UK PACT), aims to assess the implementation of energy management, evaluate the impact of program interventions, and identify potential improvements moving forward. The activity involved 32 participants from 22 institutions, including local governments, hospitals, and universities across West Java, Central Java, and Yogyakarta. IREEM and the Directorate of Energy Conservation designed this impact assessment with a strong focus on inclusivity. This is reflected in the 40.6% participation of women (13 participants), demonstrating their active involvement and central role in advancing national energy conservation initiatives.

During the two-day event, participants engaged in various activities, including the Online Energy Management Reporting (POME) workshop, monitoring sessions, technical assistance, and evaluations of implemented energy-efficiency measures. POME served as one of the key outputs of this activity and is expected to become a sustainable energy-reporting system for each participating institution

 

Women’s participation reached 40.6% in the Impact Assessment, with women serving as key drivers in monitoring energy performance and reducing GHG emissions in the building sector.

Through this mechanism, participants can actively monitor their energy performance and ensure program continuity beyond its completion. By strengthening POME, the impact assessment provides a clear overview of the institutions’ actual contributions in reducing energy consumption, improving efficiency, and lowering GHG emissions in the building sector. The program also serves as a platform for sharing experiences, best practices, and fostering sustainable investment in public-sector energy management. The program has already shown real results. Total energy savings reached 113,214 kWh, equivalent to approximately 98,496 kg of CO₂ emissions reduced. These achievements stem from various energy-efficiency actions implemented with a total investment of IDR 1,259,800,060.

Following support from UK PACT Phase 1 during 2023–2024 which included Technical Guidance, Energy Manager and Auditor Certification, and technical assistance several participating institutions have independently replicated the activities using their own budgets (regional budgets and education funds). These replication initiatives not only reflect program sustainability but also demonstrate significant outcomes, as institutions proactively build an energy conservation ecosystem in their regions.

These replication initiatives are evident through the efforts of the West Java Provincial ESDM Office, which conducted Technical Guidance on Energy Conservation for provincial and district/city agencies, facilitated additional certifications for Energy Managers and Energy Auditors, and carried out energy audits in six government buildings. In Central Java, the Regional Secretariat focused on socialization and mentoring for POME reporting across 35 district/city agencies, while the Provincial ESDM Office organized a provincial level Energy Efficiency Competition in the education sector. Meanwhile, Jenderal Soedirman University strengthened replication by holding an internal energy efficiency competition and carrying out performance testing and an energy audit at its Dental and Oral Teaching Hospital.
