Strengthening Indonesia’s Energy Transition: IREEM and UK PACT Hold Energy Manager Training for the Maritime Sector, One of the Country’s Largest Energy Consumers
Energy manager training and certification is a new initiative for the maritime sector. As one of the largest downstream energy consumers, implementing effective energy management through certified professionals is a strategic step towards achieving the energy conservation targets set out in Government Regulation No. 33 of 2023.
The training and certification programme in the maritime transport sector serves as a strategic effort to raise awareness, knowledge, and skills among professionals responsible for energy management. It also demonstrates the broad scope of energy management in the port and shipping sectors covering energy practices in port and vessel operations as well as in supporting buildings and facilities.
This initiative is a collaboration between the Ministry of Energy and Mineral Resources (ESDM), the Ministry of Transportation, and IREEM, under the UK PACT SUSTAINED Programme (Scaling-Up Strategies for Transforming Actions in Energy Efficiency and Carbon Reduction in Buildings and Maritime Sectors). The event was officially opened by Mr. Tatan Rustandi, Head of the Centre for Sustainable Transport Management, Ministry of Transportation.
“We truly appreciate this training and certification initiative. We hope participants will complete the certification process and gain a better understanding of energy management regulations and practical ways to save energy, especially in government institutions,” said Mr. Rustandi.
A total of 29 participants joined the training, 10.3% of whom were women. They represented various organisations in the port and shipping sectors, including authorities, regulators, operators, and supporting industries.
From the shipping sector, participants included representatives from the Directorate of Shipping and Seafarers, Ministry of Transportation, PT Buana Lintas Lautan, PT Energy Transporter Indonesia, PT PELNI (Persero), PT Pertamina International Shipping (PIS), PT Pertamina Trans Kontinental (PTK), PT Perusahaan Pelayaran Nusantara Panurjwan, PT Samudera Indonesia Ship Management, PT Samudera Indonesia Tbk, PT Transcoal Pacific Tbk, PT Wintermar Offshore Marine Tbk, PT ASDP Indonesia Ferry, and PT CMA CGM.
From the port sector, participants represented the Directorate of Ports, Centre for Sustainable Transport Management, KSO Terminal Petikemas Koja, KSOP Class I Banten, KSOP Class II Cirebon, KSOP Class IV Muara Angke, PT Cirebon Energi Prasarana, PT Krakatau Bandar Samudera, PT LOTTE Chemical Indonesia, PT Pelabuhan Indonesia (Persero) Regional 2 Banten, PT Pelabuhan Indonesia (Persero) Regional 2 Cirebon, PT Pelindo Regional 2 Tanjung Priok, PT ASDP Indonesia Ferry, and PT Chandra Asri Pacific Tbk.
By building the capacity of energy managers in this sector, the programme is expected to help achieve more efficient energy management in both transportation operations and infrastructure, contributing significantly to climate change mitigation and the achievement of Indonesia’s NDC commitments.
On the first and second days, the training materials were based on the Minister of Manpower Decree No. 33 of 2023 concerning the Indonesian National Work Competency Standards (SKKNI) for the position of Energy Manager. These standards apply across various sectors, including transportation, and serve as a reference for capacity building and certification of Energy Managers in the maritime sector.
Topics covered during the sessions included the application of energy-saving principles in ship fleets and maritime support facilities, the development of organisational energy policies for shipping companies, planning and implementing energy management in maritime transport, as well as evaluation and management review processes.
On the third day, the programme concluded with the closing session of the training and the opening of the energy manager certification process. The closing session was attended by Mr. Ianto Jones, Head of Low Carbon Energy and Infrastructure at the British Embassy Jakarta, Mr. Kuncoro Widjayanto from the Directorate of Ports, and Ms. Andi Poetri, Country Fund Manager of UK PACT Indonesia – Palladium Group. On the same day, participants received assistance from trainers and facilitators in preparing their portfolios as part of the assessment process for Energy Manager certification in the maritime sector.
In his remarks, Ianto Jones expressed his appreciation to all participants for their commitment throughout the training and certification process. He emphasised that this activity is an important part of the strategic collaboration between the UK and Indonesian governments to strengthen the transition towards clean and sustainable energy in the transport sector, particularly in maritime.
“We believe that the knowledge and skills you have gained here will not only benefit your respective organisations but will also contribute to the broader goal of improving energy management and reducing greenhouse gas emissions in Indonesia’s ports and maritime sector,” said Mr. Jones.
On the same day, participants received guidance from trainers and facilitators to prepare their portfolios as part of the assessment process for Energy Manager certification in the maritime sector. Following this mentoring session, 27 participants were declared ready to proceed to the certification stage. The competency assessment was conducted with the involvement of six assessors from the Professional Certification Institute of the Indonesian Energy Conservation Experts Association (LSP HAKE).
The assessment process included a review of portfolio documents and interviews with each participant. Those who successfully passed all stages received the Energy Manager Competency Certificate for the Maritime Sector, issued by the National Professional Certification Agency (BNSP), as formal recognition of their qualifications.
